As the EU experiences more problems (a lot more financial issues to come, for example), they will undoubtedly see the solution as tighter integration and acceleration of the move towards a federal Europe. It's often asked "What problem is the EU solving?", this will be seen as self-fulfilling in the future, I expect.

Providing the foundation for economic, financial and fiscal union through genuine democratic accountability, legitimacy and institutional strengthening. This includes getting European and national parliaments, and social partners, more closely involved in national reform programmes, and proposing a more unified representation for the euro area in international financial institutions especially the IMF.

we now what deals Norway have and they are not good, even their own report said their deal was less than ideal.
