Windows isn't even properly multithreaded or leveraging other modern API tech like DirectStorage. Imagine Windows using the full scope of CPU cores like how a properly optimised game does, how fast could Windows boot up etc. ok ~10 seconds is quick today anyway but there's no reason why Windows cannot boot instantly from cold if all these technologies were being used. There was rumour flying around Windows 12 will change a lot of under the hood stuff so maybe that will be the turning point.

I genuinely don't think Microsoft give 2 craps about making Windows perform well, Just that it runs, If they did care then we'd have updates multiple times per year dedicated solely to being the most performant it can be.

It would definitely be possible - I can almost get one of my laptops to boot instantly from cold... but with the way Windows and the BIOS works as is that causes issues if it ever comes to troubleshooting as it defers loading certain things make keyboard inputs, etc. impossible before a certain point :(

Yeah POST will always be the longest part of boot, my reference to Windows boot is after POST, the moment that spinning orb appears is Windows loading and it's here where it can take up to 10s depending on how Windows feels. Typically it's a few seconds though so not too bad, and once the logon screen appears, everything else is instantaneous anyway so I guess these desirables really are just for booting and loading large apps like Photoshop. I actually just timed Photoshop's load (latest beta on CC) at 6 seconds. So large applications can take up to or longer than Windows takes to boot lol.

Davinci Resolve is another one, can take considerably longer to load

Some stuff really sucks for startup times as well - Creative SB Command and similar Creative components can add a few seconds to startup times all on their own :(

Yeah given that it takes essentially the same amount of time to load a big app like Davinci off a SATA SSD as it does a Gen 3 or Gen 4 NVMe is just mind boggling on the same system with each drive installed.
