On 3-lane motorways, minimum speed limit of 70mph in the middle lane. On 4-lane motorways, minimum of 70mph in third lane.
On dual-carriageways, lorries banned from overtaking.

This, it works very well in the states.

But most of the junctions I have been through in America were 4-way 90 degree junctions with wide pavements, where it is fairly easy to view all directions. In this country, there are very few junctions like this, so I can foresee the number of accidents going sky high.

Minimum speed cameras should be introduced. Go below 25 in a 30 and zzzzzappp!!

Should be fun in the snow and on black ice :D

I would also look at the requirement for front and rear facing cameras in vehicles of a certain quality. Should stop silly insurance claims and people lieing their way out of it with a cheeky 50/50.

On top of this, a witness failing to stop and give details in the case of an accident should be fined :D
 
It shall be legal to apply the PIT manoeuvre to any vehicle found hogging the middle or outer lanes of dual carriageway.

Jaywalking laws to be introduced to push some responsibility back to pedestrians for their own safety.

Cyclists shall require mandatory insurance to use the road (state provided maybe).

Anyone founding riding a mini-moto around a housing estate shall have the entire bike inserted into their rectum.

Flicking cigarette butts out of car windows will be punishable by a finger removed for each offence.
 
Apart from littering, what is wrong with that?

I had a butt land in the gutter in front of my windscreen once. I also had my window open, imagine if it'd come through the window and into the car.

It's pretty dangerous and selfish. Cars have ashtrays for this very purpose.
