On 3-lane motorways, minimum speed limit of 70mph in the middle lane. On 4-lane motorways, minimum of 70mph in third lane.
On dual-carriageways, lorries banned from overtaking.
But most of the junctions I have been through in America were 4-way 90 degree junctions with wide pavements, where it is fairly easy to view all directions. In this country, there are very few junctions like this, so I can foresee the number of accidents going sky high.
I would also look at the requirement for front and rear facing cameras in vehicles of a certain quality. Should stop silly insurance claims and people lieing their way out of it with a cheeky 50/50.
On top of this, a witness failing to stop and give details in the case of an accident should be fined
