This gets stranger!!!
I managed to flash Philztouch by disabling the reboot option and it worked. I managed to boot up in Philztouch and exited out to make sure the rest of my phone was still working. But when I tried to boot back in to Philztouch it was gone and I've got stock recovery back
I'm also still not clear on rooting 4.3, is it a superuser file I install via Philztouch if and when I get it working again?
Where would I find "developer options" in Odin 309?

Settings > More > About device > Build number and tap 7 times on it. This will enable the hidden, “Developer options”, menu when you go back to the, “More”, menu. Open the, “Developer options”, menu and check, “USB debugging”.
Philztouch recovery will allow you to flash roms which will be already rooted.
