The PSU choice bitching from others aside, Best bet if you may suspect the PSU is to check the voltages whilst gaming, specifically the 3.3v and 5v rails. Drops in these will cause all sorts of issues. Keep an eye on the 12v rail as that's what powers the card for the most part.
A lot of people neglect the 3.3/5v but they power all controllers/PLC's ect so a dip in them will cause all sorts like lock-ups/random reboots/HDD-SSD errors ect.

I will now do that, as I bought a new motherboard , it ran perfectly for 1 day without a single issue and then today when watching a youtube video it reset, then playing a game it reset.
Why does it not reset when i run 5+ stress tests at once for an hour? yet instantly in a game it happens?

Have you tried disabling C States in the BIOS? Lower spec PSUs can also have problems when supporting low loads and currents.

Tried this and bought a new motherboard, and for the first day it didn't reset once, the second day i watched a youtube video and it hard reset, then played a game, hard reset again after 10 seconds....
I can't work out if its the psu ram or cpu... So Im scrapping the lot and buying a ryzen 2 setup and completely replace it all...

Gotta be the PSU imo, but a Ryzen 2 setup is a solid choice.

The latest games are the best kind of stress test. If it passed 30-60 minutes of gaming with the GPU at 99% utilisation, it's stable imo.

What was the hbm clock at idle and when you watched a video on YouTube, and gaming when it crashed.

TLDR:Bought a ryzen 2 , fixed itI echo both of these points
So the stress tests i used were prime 95 running WITH furmark 4k AND Aida 64 (all tests ram cpu gpu and hdd's) ALL at the same time for 1 hour no crash.
I then overclocked the **** outta my system, cpu ram and gpu and did the same again no crash.
Put everything back to stock, ran a game and it crashed.
BUT
I Bought a ryzen 2700x with x470 gigabyte aorus ultra gaming, 3200mhz ram and a ek water block for the vega 64, made myself a custom loop for the vega installed it all on thursday.
BOOM problem fixed lmao XD
I spent what must have been 100+ hours trying to trouble shoot my build before and had no will in me to try anything else, I've been building pc's for 20 years and could not work out what was wrong, still don't.
If it was psu it should have reset under the massive overclock and stress tests i put it through, same with cpu , MB and ram and Gpu. But it never did, only when gaming or running videos.
Cool, well bet your glad you have eradicated it by upgrading your system.
I incidentally was getting hard reset faults with Vega when the windows 1803 update came in.
It would crash in cutscenes, youtube videos loading up gpu-z, or alt-tab out of 1 game.
It would either hard reset, or black screen with a high fan speed, even at stock or underclocked+undervolted.
After about 15 hours of tshooting, I think it was a combination of Amd drivers, windows initially stopping overdrive tool holding my undervolt, and me repasting the Tim as it had baked and temps were slowly getting worse.
I incidentally was getting hard reset faults with Vega when the windows 1803 update came in.
It would crash in cutscenes, youtube videos loading up gpu-z, or alt-tab out of 1 game.
It would either hard reset, or black screen with a high fan speed, even at stock or underclocked+undervolted.
After about 15 hours of tshooting, I think it was a combination of Amd drivers, windows initially stopping overdrive tool holding my undervolt, and me repasting the Tim as it had baked and temps were slowly getting worse.

Seems that software and hardware combinations can cause issues like this. I had over 6 months of similar problems back when I had an i7 4820K and a GTX 780. Turned out that a combination of one update for windows 10 and intels VT-d technology being turned on would result in constant random black screens when gaming or using hardware accelerated video playback. Sometimes you could game for a few hours without an issue other times you couldn't get 5 minutes out of it.

That sounds EXACTLY like my problem......... I wish you had been around 3 weeks ago when i mentioned this problem LuL .............oh well £900 fixed the problem, hope yours is okay now.

Hope your v56 likes it's new home.
It kinda sucks that you had to spend that to upgrade, but hopefully you can pinpoint exactly what it is and maybe it can be sold to get some money back.

It's v64 and it loves being with a EK water block, 19.C at idle never goes above 55.C under load exactly what it wanted and needed.
Doing that whilst streaming via CPU encoding is the best test I've found.
