basically man utd are renting him for the season for 6 mil, and paying his wages 6mil again.

Quite simple. A transfer fee means you pay lots and get to keep the player, A loan fee means you pay lots but need to give him back after "x" months.
This is reportedly happening in some transfers but it's not what the difference is and the case with all loan fees.
Sometimes clubs just aren't happy to give their player away for a year with only the loaning club paying the wages. They want money to compensate for the loss. Whether they get any money though will depend on how good the player is and the demand there is for him.

Those who are questioning United on this, should know that Falcao is better striker than v.Persie & Rooney. Easily an upgrade.

I have to say I was shocked. Pens seemingly contributed hugely to his impressive scoring rate. Without pens his scoring rate was no better than Soldado, Llorente or Negredo.
