Is there anything we can actually do punish Putin and his government that doesn't involve troops/war? All I have seen mentioned so far are sanctions and taking away a football match (assume a CL final).

This was always going to be the case. We were never going to step in. Governments are weak and don't want to get involved in another war that doesn't benefit them. Ukraine have no resources we care about and Russia do. We are already shooting ourselves in the foot by imposing any restrictions on Russia. This is about as far as we will go.

Pathetic. The days of countries invading each other should be long gone.

Restricting access to financial markets and technology sales. Not allowing western countries to trade with Russia, buy commodities etc.

Trade barriers to stunt the economy, which will hopefully turn the electorate against him
 
I imagine that most of the Western leaders are breathing a huge sigh of relief this morning. The two annexed regions were already under Russian control and Tanks moving in there is the least that could have happened. Ineffectual sanctions to show that they are doing something but no requirement to make much in the way of meaningful, as in military actions, no 24 hour TV of Ukrainians fighting and dying whilst refugees pour into the east of the EU. If Putin had actually invaded Ukraine held Ukraine they might have actually had to do something.

We have no idea where this is going yet.

Given the context strengthening the defence of those regions in case of revenge attacks, etc. may be a first step before other action or could simply be a precaution due to the declaration though building up forces in Belarus and a sizeable amphibious force seems overkill for simply deterrence to action against those regions by Ukraine in reaction to this announcement.

Even if he rolls into the rest of Ukraine, which I think he could well do, we will do 'not a lot' of any consequence.

Why not roll in. Basically he can have Ukraine for a small cost of lives on both sides and a few minor sanctions.

The cold war will get a lot frostier. There is unlikely to be a hot war including assets from a Europe or the USA. It will be a lot harder to trade with Russia again.
