To be fair, that is scaremongering rubbish.
I've bought the odd part worn tyre from eBay, and have sold a few too. When you buy them, the tyre's tread depth is ALWAYS shown, the fact that they are partworns is stated (and let's face it - bloody obvious) and they should be visually inspected when received. I believe the company that sends them out will also do this also as their reputation is on the line, and the very worst feedback a part worn tyre company can get on eBay is "Sold me a dangerous tyre with a nail through the sidewall!".
That guy in the video crashed because his tyres had 0.9mm of tread. Regardless of where you get tyres from, all tyres will reach that tread depth if you drive on them enough!
I am in need of help tyre experts!
My father is an older gentleman and for some reason that I cannot fathom he seems to think that the cheapest tyres are exactly the same as the manufacturer recomended ones.
I overheard him advising my sister to replace the worn OEM Goodyear run flats on her E88 120d with retreaded or part worn tyres.
And then today he was trying to tell me that he will replace the tyres on his 2014 VW Polo with some retreaded tyres because "thats what they fit to aeroplanes and lorries and they are fine!" and "they are made in exactly the same way", "they are cheap on ebay, 4 tyres for £130!"
Now, I don't have enough knowledge of tyres other and my resouding logic that, no, they are not as good as they are cheaper and thus made cheaply using recycled carcusses that have an unknown provinance.
Is there more to it than that? Ideally I want to have some fact based knowledge to fireback at him to try and disuade him from causing my sister to go backwards into a ditch.

However, remoulds are a completely different thing. They are an absolute hazard - and to this day I can't believe that they clamp down on speeding, mobile phone use, drink driving but selling and fitting remould tyres is still legal. The amount you save over even new crap tyres is minimal - if someone held a gun to my head, i'd rather have new Linglong tyres than remould ones!
Remoulds will not last very long at all either and he'll be replacing them before he knows it. Either that or they will blow out as the are much more likely to do so, which won't be pleasant at 60mph, when it could suddenly blow out, and send you swerving directly onto the path of an oncoming lorry - it really does happen. He could avoid all of this risk, by buying a set decent tyres in the first place for £100 more.
For the safety of everyone else on the roads, and everyone else in his car (wife/children/grandchildren) convince him to spend a bit more. He may only be looking a remoulds because he has been to the VW dealer and they've quoted him £78252.34 for one tyre, when really, they can be obtained online for much, much less than dealer/high street prices.
