When was this? Since 2010, bars in England and Wales are obliged to provide free tap water as part of their licensing conditions.
Surely it's down to the drivers to adequately stock up on water beforehand so they don't have to ask?
I'd rather carry my own water than ask/be given any by a customer for various reasons
Completely understand the companies point of view as it puts them in a bad light if their employees have to ask for water. But here's a tip for them, make sure they hand out bottled water to their drivers so they don't need to ask customers.
I always give them 4 cans of Stella.

It is totally legal. They are allowed water but not allowed to ask customers and are required to wait for their break before spending time within work-hours to refill their water.
It is certainly unreasonable but also unsurprising.
