4080 super running like crap

not the stream in game. Its worse when its say a built up area and the computer has more to do.

streaming is very CPU intensive, you said your seeing 100% on the CPU when streaming...
this is why i said for your use case i would grab a 14700k or 7800x3d

streamer's run a second system.
my buddys son as a
11700k / 4070 and
9600k / 2070

the latter is the capture system

no other cards in the motherboard, ive not checked the lane speed. I dont know a great deal about computers im learning as i go.
Fair enough. In windows click start, type cmd and run as admin. Type shutdown /r /fw
Hit enter. You’ll go into the BIOS. Try and find a bit that talks about chipset or PCIE and it may have a drop down that says x16 or x8 it could be set to auto. Try manually setting it to x16.
 
If 8x is your only option in uefi then its probable that your mobo is fried unfortunately. Do you have any service nearby that could try cleaning the slot?
