Did you do all the normal suggestions like 50% on powerlimit and disable ULPS? Apart from that I cannot think of anything from the top of my head.
This is the issue with multi gpu setups, they are not exactly plug and play.
Try disabling one GPU and try and see what happens.
Can you maybe walk me trough this bits ? or be more specific

I don't have the option to disable one card in catalyst...
With the 295x2 there is no option to disable crossfire with one button for some reason. You have to go into ccc and add an application profile and then in the profile it gives you the option to disable it for that particular game.
I got an application profile for like 6 games at least. Most I disable crossfire as it is overkill using both gpu's for those particular games or crossfire is not working optimally yet. For example mortal kombat x, as it never dips below 60fps in gameplay with single gpu everything maxed at 4k, I don't see the need to run crossfire. You benefit from having much lower temps too. Playing FIFA 15 my temps don't even reach 50C
If you have a 120hz or 144hz screen you may wish to have crossfire on for majority of your games though.
Will post pictures of my build here shortly
