This guy's brother is saying it was a perfume bottle, something the police won't confirm or deny.

It's possible that it was discarded, and later found, elsewhere. One of the couple was known for skip-diving/bin-dipping, apparently.
Particularly alcoholics tend to have hideaways in parks. These are places close to shops to buy drink. They need somewhere to go to drink that is out the way of the police. There are hiding places all over Britains parks. Places only they know about and places that are usually pretty hard to find. I am guessing that the person who did the assassination attempt discarded the dispenser close to a hide-away and the woman found it there.
You know one thing has puzzled me about all this. Why isn't the assassin dead? I mean the cylinder was apparently lethal and it seems almost any contact is lethal, so how did they survive?
