I meant it's not a risk as in a chance. Smoking has ill health effects. It's not a risk as in you could it's more like you 'will'
Smokers probably cost the NHS more, but I guess that is offset by the tax on cigarettes.
Clearly I do a job where people have the intelligence to use capital letters and not start sentences with 'and'.
