I'm still not convinced by Carroll, he'll be playing with better players at Liverpool though.

Surprised Chelski went for him though. And also that he went to them. I would have thought he would have returned to Spain with Barca or Madrid.

Actually, I had a quick look at the rules, it refers to another manual to see what the punishments would be, a bit of googling and Uefa haven't writen the punishment/sanctions regulations and rules yet. They know how they are going to get the financial info, how its collected, what loss you can have and why etc, but they haven't actually decided what to DO with that info yet
Seems to be, warnings, sanctions, fines, bigger fines and banning from competitions. Though I would think if you're 80mil with losses they'll start somewhere higher up the chain.
I think the general idea is less to punish clubs, but more to give the top clubs a reason to not(by then) be paying 400k a week for the top star that year, which could be very good for the game. Its a bargaining chip to say to squad members, we can't afford to pay you 250k a week anymore, but theres no point leaving, NO ONE can afford to pay you 250k a week, unless you are the single star with everyone else on 10k a week and in the relegation zone.
Transfer fee's should become more sane aswell as Real just can't pay 80mil for anyone, ever again.
What it will probably mean is contract renegotiating post 13/14 season will mean pay cuts for a lot of the "biggest" names in football.
