Within reason yes.
However, big clubs like Man Utd, Barca, Madrid, buy big players.
Because they have the finances, they can afford to buy the best.
Lesser clubs with lesser buying power have no choice but to take risks on unproven talents and hope they come good. If they do come good, 1-2 years later, that player will be sold onto a big club, for big money. That's generally how football works.
In Summer 2013:
Madrid - G.Bale - proven talent; undoubted athleticism; performing very well at his new club; but was there any doubt?
Barcelona - Neymar; one of the big talents of Brazil; arrived for a huge fee; I saw some of the goals this guy scored and he is amazing. He is still trying to come to terms with life at Barca, BUT, he may already have turned a corner - he scored 6 goals in Dec.
Bayern Munich - Mario Götze - some say this guy may become one of the Worlds best players, very soon. He has been hampered by injury so far, but pundits seem to think this guy is a wunderkind.
Man Utd - Fellaini - at Everton he proved that he was "ok". Nothing special. In a bigger team, this guy would be a substitute. At Barca or Madird, he may not even make the bench. Apart from having a huge hair-do, I can't see anything special about this guy.
Now, any manager can make 1 bad purchase. Not a big deal. But what is worrying is that Moyes is basically saying that he is unlikely to buy any players in January. This is worrying as it would show that he (and his team) are unable to attract decent footballers.
