First of all, ensure you have the very latest VGA drivers. Assuming you have, next up is to slide all rendering settings to minimum. No computer runs Ultra High and if you get average frame rates as you say you're doing better than most. Again, run all sliders on min and then gradually wind them up. Maybe worth pulling a Gig of RAM out and running 2GB instead. Note that they were automatically set at Ultra High, though I decided to leave them to see just how impressive the game looked. I wasn't concerned about low FPS, but the graphical quality at these settings was incredibly poor to say the least so I am not sure whyThey looked like GTA3 on low quality would!
Basically when loading, it seems to stop when a certain amount of data has been loaded into memory and the CPU usage drops off to 0%. Very strange. I have also updated every possible driver that I can do and still no difference.
