If I remember some of the technical reviews I watched, it may be to do with the fact that undocked, it sounds like Arceus runs at pretty much a locked, native 720p screen resolution, with a pretty much locked 30FPS, whereas when docked, it does not run at fixed resolution and instead varies between around 800-1080p, and employs some dynamic resolution switching to maintain framerate as well as having a slightly less stable framerate (although still reasonable).
It could be you're noticing that variable resolution scaling all the more because the game is being blown up to 27" at 1080p, which, if you're sitting relatively close (as most people do with a monitor as opposed to a TV) can already look pretty rough if you're used to higher DPI; I'd imagine that combination of size, likely seating distance, and the dynamic resolution scaling is really not helping, when all blurred together.
Pokemon Arceus has some great design and art design, but is a bit lackluster technically; worth it though, best Pokemon game in years; although I'm definately going to replay Let's Go soon for some Gen 1 nostalgia.
Honestly though I do love the portability and flexibility of the Switch, and if Nintendo don't go back to the hardware power race, I really do hope they stick with this hybrid approach, but just ramp the power of each machine up substantially so it can still handle ports from other contemporary systems and doesn't begin to inhibit game design etc.
