In all fairness i very rarely drop below 30fps, before in 3.17 depending on server i even got above 60fps at times and average in the the 40s with occasional drops into the 30s...just seemed a little worse in 3.18 but then again everyone in the server were having problems.On performance, you have a similar GPU to me. https://www.techpowerup.com/gpu-specs/msi-rtx-2070-super-gaming-x.b7142
Mostly its fine, it doesn't like the planetary volumetric clouds and sometimes even on moons my frame rates are little over 30, i need to upgrade it. but at 1440P its fine for now.
I have a Ryzen 5800X, that's pretty solid, and 32GB of RAM, that helps too, it is better than 16GB, i used to run 16GB and noticed a marked difference when running it with the 32GB kit.
I think you would see a difference if you dropped a Ryzen 5700X in that motherboard, currently £210, and a cheap 32GB kit, Team Group Vulkan Z 3200MT/s is the one i'm running, currently £80.
Your Ryzen 3800X would be better than the Ryzen 3600 here, but i think the 5700X would be much closer to the 12700KF than it is the the 3600.
Also, make sure the game is installed on the fastest drive you have.
Going to have another game now for a little while to see if any better and going to try another server
EDIT....just had a quick game again and ran MUCH better, chose best server instead of Europe and average fps is in 40s, game running smooth and no bugs this time, was great fun, will be putting a few hrs in later
