Please Help Me Solve My Long Lasting Stutter Problem

Hang on just looked zoomed in and can see I dip in clocks, memory and power, perfcap does drop off, in that case there would be a stutter 100%
 
If perfcap ever drops that's normally a power issue, is the 1kw unit new or taken from a older build?

Do you have decent wiring in your home, it can play into factor too.

Is the PSU you bought fully atx 3 or higher certified. Could be a bad PSU at this point.

How is the 4090 connected a gen 5 cable or using a splitter with 8pin leads?

It's a fully modular ATX 3 yes mate.

I can't check right now as I'm out but I think it is a gen 5 cable.

I was under the impression 1000w would be more than enough for my build?

1000w is enough, but could be after age and use something may have gone wrong with it.

You could dig out the power adaptor and run 8pins to the card to see if it's any different.

I didn't read the rest of the posts, so I am probably way off, but what I do is use the NVIDIA Max Frame Rate setting to limit the frame rate so that it always attains that minimum. (Well, 99% of the time). Because I find erratic fps more glitchy and horrible than limiting it a little. I do think there is too much emphasis on trying to achieve the highest frame rate and it's not always the best plan.
 
Not sure not very upto date on the newer PSUs to be honest. Hopefully someone can make a recommendation or check where someone has asked for a 4090/top end build to be made and copy that.
