I'm on a 100MBps FTTC connection I don't often see faster speeds than that on torrents either Bob Pullen posted a little explanation on this a few pages back and this has been answered many times on the community forums.

In the event of very high network usage and when we are reaching capacity during heavy peak times then yes P2P get's the lowest priority, this is not the same as per user traffic management ( like restricting a customers speed for downloading x amount ) this type of thing only happens if there is a major service outage though.

You should be able to achieve line speed from Usenet/P2P etc. and I'd personally suggest against the Pro add-on because it kind of voids the prioritisation we apply that helps if you're caning your line doing multiple things at once.
