Thought an i5 7600k and a rtx 2070 would have been ok but the i5 would be a serious bottle neck for the 2070.

I was looking on the net and basically it was saying that the 1060 can only do very low settings in games??.

Yes you would certainly need to knock the settings down, I've tried his rig and it was far from unplayable though.
The Oculus Asyncronous Timewarp and Spacewarp do a really good job of interpolating frames though on lower end hardware.
