Got to admit, I wouldn't mind a lot of faction packs in Rome II. I felt the Ikko Ikki and Ottomo clan packs for Shogun II were really good value - they'd put enough work in to make them feel unique and the factions came with a good number of unique units and gameplay elements. For £3, not bad at all.
I know some would rather they just bundled the factions in to the game to start with, but lately that has meant factions not getting the attention they deserve. The starting factions in Shogun II were very bland, a problem that (to differing extents) goes all the way back to Medieval II. I'd rather see 8 bold, distinct factions for my £30, with more coming later for £3-£4 a pop.
