4k capble and a more focussed DX12/Vulcan design. Support for my monitor wouldn't a go a mis either. I want a lot form a £400 as that gets me an Xbox one X.

it can output at 4K so is 4K capable.
the xbone one x can't play games at 4K native far from it. they will be produced at 1 res then upsampled to 4K. so won't be proper 4K but give the appearance that it is when it's not. you can already do this using any GPU on a PC also or even older consoles. just let the TV upsample it using it's built in scalers.
a £800 graphics card can just about do 4K @ 60 fps so what makes you think a £400 GPU or a console with a £200 GPU in it can?

You say the 1070ti is 4K capable then in next sentance say an £800 card is only just capable.
Are you asking why would I buy a console over a £400 DX11 card?
as in a £800 card just about run the latest and greatest at 4K with full settings @ 4K.
a £150 card will output at 4K however it will struggle to play any real game at 4K with decent fps. however it's still 4K capable technically.
While I agree that it can't, there are quote a few factors in its favour that'll help:
1. Mass production of a single unified product
2. The console can be sold at a loss with games helping to offset the price.
3. Game optimisation is better when the exact hardware configuration is known and is fixed for years
4. Expectations are lower in the console world as their starting point is lower. I was happily running 4k @ 60hz on my 980ti, and that would have been classed as amazing for consoles, but for the PC community we don't class it as a full 4k card until all settings can be maxed with AA turned up...
i know all of this all too well. I've been a console gamer explicitly for the past 10 years. Only just got back into PC gaming a few months back.
Nothing will ever stop either method of gaming. All the pro's play on PC's or use PC's to stream their content. Twitch will become bigger or just as big as youtube at 1 point with amazon backing it. All the people watching twitch will then buy gaming PC's just like their gaming heroes.
Those would need to be some hero's...
That just sent me down a google rabbit-hole....you already see it in action. all the kids are buying SCUF's because the pro's use them. £150 on a controller (with no warranty and they break easily) for a console.
