I've read of similar probs when using some car chargers, it might be the battery itself you could take it to a shop and try another battery or totally disharge then recharge yours, may be a factory reset might help with a calibration issue, other than that dunno soz.
I haven't been chargin from a Car charger!
Generally (80%) of all my charge cycles have been Calibration charges.
(Full Discharge + 100% Charge, then disconnect.)
Nearly all are on the Main charger, or via USB.
Its was very weird.
The constant popping up of "Chargin Stopped. Voltage too high." warning message every 5-10 secounds,
forcing the screen too remain on constantly!
As a result the CPU/GPU region was very hot (Despite ALL active processes been terminated)
An the phone ate through its battery very quickly! From 80% Charge at start of problem, too 50% charge in 40 minutes!

Several Recommendation I found online too resolve issue!
I didn't attempt all proposed solution. Thought I would document them:
1. Power Off Phone, an remove Battery. With intention too allow phone/battery too cool down! (Found online)
2. Restart phone. (Found Online)
3. Discharge phone battery, an complete calibration charge. (100% Charge)
4. Save SD Contents, an Restore phone too factory defaults!
5. Try different Charge, or connect phone too different charger!
In the end, the phone randomly stopped doing it!
I had too return too work, so put it on silent + No vibrate an stuck it in my pocket. After an hour an almost completely using the battery it stopped prompting me!
Will invest in new battery soon, an a secound charger, so I dont have to worry about dodgy charger/battery. Especially as its a German Note, I dont want too have too send it back...
