I know your line of thinking loves to head in the direction you are clearly demonstrating, but I think he is more referring to the immortalisation of terrorists in the public eye, the infamy and notability that inspires others.

Of course, the left have no answer to this having advocated we should just let everyone in and somehow everyone will just love / treat each other with respect because it's how those on the left would like it to be.
