Wenger wont buy replacements. He'll promote youth players from within and replace those instead. If Arsenal do lose Fabregas, Nasri, Bendtner and Denilsen, on top of Clichy, I would be very very surprised if they are top 4 next season. I'm still amazed Gervinho is going anywhere near a top 4 club, he's an ok winger at best, and Arsenal have more than enough of those.
