Quite so, it's how ports are supposed to be done.
Start on the PC, get the best performance and visuals you can then spend time after that optimizing it for the console's specific hardware.
It took them a year, but it looks and runs well on the 360. It's amzing work for such a small company with such a small budget.
It's not exactly a small company though.
CD Projekt Red are owners of GOG.com and the largest distributor of video games in Poland (and have presence in a few other countries too). They used to own one of the most popular online video game shops and have done dozens or even hundreds of full translations of games. PC is a surprisingly popular gaming platform over there.
I think they had a couple of other gaming studios in the works too but they were either disbanded or merged into CD Projekt Red. Metropolis Software were working on that shooter, THEY, but the development has been suspended from what I can find.
Glad to see a great reception of the Xbox 360 port.
