It really depends on how you set up to play though. When it comes to creative players, Mata/Kagawa/Januzaj/Rooney are all able to play in the role(s) behind the striker and they can offer a lot. The issue is the supporting players behind them have been utter garbage so it hasn't worked very well, and then you've had people like Chris Smalling at right back, wasting attack opportunities on the overlap.
Without knowing Van Gaal's system in detail and how he wants to line up, it's difficult to speculate beyond "we need better quality in X position".
Hence why i would have personally went for a constricting and narrow 4321 with Kagawa Mata linking up in behind one of Wayne or Robin on a per game and form basis. Liverpool do not have the best midfielders but what shocked me about them was 5-3-2 let the midfield trio get close and ping fast low balls into Suarez and Sturridge who had the pace and bravery to make runs at slow defenders and get bags of goals as a reward.
United were the exact opposite, They put the ball in the hands of wingers and had no one to connect midfield to Rooney or RVP. And when it did go up to them, There was not enough support and we had no one in the #10 position behind them and crucially our two midfielders were playing defensive and back covering. So when one of them holds the ball up like Rooney persists in and plays it wide it will end up as a crossing fest. What you need for two slow strikers is to bench one or have close support in the hole behind them. Perhaps a 4-3-1-2 would be an ideal system for Rooney Mata Van Persie. Here are the full stats below i had to edit and find Ashley Youngs laughable stats.
