The club's president Nasser Al-Khelaïfi is quoted as saying "No one will stop us, I repeat. We buy who we want. How? That's our business."
Dnipro claim that we didnt transfer the money in time, but everywhere else reports that the owner refused to sign the paperwork after the deal was agreed.
Something about him being good friends with Konoplyanka and it was too difficult to let him go. Completely ridiculous and a massive waste of time.

Gutted that he's going though - always entertaining!

FFP is a complete farce though, it effectively means that current CL clubs can continue to buy big names, while smaller clubs can't splash out to grow, even if bought out by a rich owner. There have been some examples of clubs going **** up due to poor investments, but a number of examples of good ownership as well. Surely there must be a better way to control this issue than badly thought through rules?
£40m for Luiz would be almost as laughable as the Felliani transfer. I thought Chelsea fans rated him because he looked funny and was a decent enough player. The £20m they paid for him sounds about right for a player of his quality.
He's honestly got all of the attributes to be a top, top defensive midfielder though. If they treat him as that, rather than as a CB, it could be good value. £40m for him at CB is a joke though.
