Come the next "feature" update of Windows, which I expect will be 1909, those 1803 people might find themselves in a similar situation as I was yesterday: Hefty downloads and forced updates. Dare you try and delete and block the update, Microsoft will just try to undo any changes to force it on you anyway.I thought this was interesting. Says 58% Windows 10 users still on 1803.

Hi quick question, can I upgrade Win7 PC to Win10 using the windows creation tool without a license key and purchase a cheap key later on and activate?
Do you have a Windows 7 product key?
You can upgrade / fresh install Windows 10 with out a key and activate it later. Non activated Windows 10 will prevent you from personalising the OS.
You might be able to activate Windows 10 with your Windows 7 key.
Choose custom install, delete all the partitions, select the hard drive, click next.

It is frustrating in a way how varied the experience is in that regard - my dad over 3 systems - Q6600, i5 laptop and AMD 2600 has had no post-update issues and it almost always updates as quick as anyone gets Windows update and his system is pretty cluttered so in theory should be bad for that kind of stuff. He has atleast 3x fallen foul of the updates process itself though - twice it has launched into updates at a bad time and once he could no longer defer updates while on a limited bandwidth, costly, connection and not using the system wasn't an option.
Personally I seem to inevitably fall foul of every issue coming so the need to manage updates manually is pressing. If I didn't do so much gaming and use so many applications where using another OS just isn't viable I'd move onto something else rather than Windows 10.

I don't know what network or mobile operator your dad are on. My 2 friends had limited bandwidth for about 19 years now since moved out of their parents to council houses which did not have Virgin Media TV and broadband network coverage. They did not have BT phone lines and used Three mobile since 2003 to accessed internet on their PCs and they used £35 Three mobile 4G unlimited minutes, texts and data 1 month contract plan for nearly 4 years now and 2019 price for that 1 month contract plan is now £26. 12 month contract plan is cheaper at £22 per month. 24 month contract plan is now £11 for 6 months then after that the price will return to £22 per month.

I found mobile network operator SMARTY used Three network coverage, SMARTY offered unlimited data plan for £25 which is £1 cheaper than Three's £26 1 month contract plan.

Years ago when on the move I had to turned on mobile data to accessed internet and Three mobile charged me 1p per MB and then in 2018 Virgin Media enabled WIFI hotspots for 3.5 million Virgin Media broadband customers. I downloaded Virgin Media Connect app tested connected to my Virgin Media WIFI hotspot then when on the move, I opened Virgin Media Connect app and turned on mobile data, it did not connected to Three 4G but connected to Virgin Media WIFI hotspots. I was been tested my Surface Pro 6 tablet and Dell laptop connected to my mobile phone accessed to internet in my garden and 50 metres from my house. Very impressed.
Limited bandwidth and costly connection are now no longer an issue in 2019.
It not a huge surprise to see you still failed get to the bottom of it and had not found solutions with Windows 10 issues for 4 years since launch. Recently changes with 1903 and Windows Update gave you some control which you can manually pressing to install feature updates and cumulative updates. So that still not good enough for you? Or maybe you talked about security updates?
I remembered you and few guys here did not like Windows 10 Start Menu and I laughed when they called it buggy mess. After my friends and I beta tested Whistler and Windows XP went RTM in 2001, we all loved the Luna interface but not surprised at negatives from people who hated XP found it buggy mess and I laughed hard when people called the Luna interface "fisher price inferface" and XP "Teletubby operating system".

Windows 10 UI haters was no different to Windows XP UI haters back in 2001.
So now Windows 10 is almost 4 years old and next year in 2020 will see Windows 10 feature update 20H1 that possible will become successor Windows Core OS that will see seamless updates, shell splitting from OS, Start Menu, Action Center, taskbar and others all will use new CShell UI experience. The OS and apps will also be separated into different partitions and it will be locked down and make OS super secured like iOS that people cant open and read contents on secured partition that will rendered hackers, viruses and ransomwares useless compared to Windows 10. But I don't know about Windows Update whether or not it will have ability to take full control the same way Windows 8 and 8.1 had but updates will be push more frequency and updates will done seamless so there will be no reboots, interrupted or interfered users anymore. I think it will also finally get rid of old control panel and million lines of legacy code.
