What is that average overclock of the 5960X with good high end air cooler or decent water cooling?
New bios out including UD4, F9C, still can't run my ram using XMP profiles with any sort of overclock, but managed to get it running @2666 with the cpu @4.5 +250.
Got this quite often on the boards Ive returned too, part of my general video issues ( along with extremely long times just to get to bios splash screen)
Its killing me having a 5820k I cant do anything with until the refund comes through lol
I hope you get it sorted asap bud, my UD4 has been "ok" these last few days tbh, but still going to get the SOC instead.
I had this issue after only a few days boom.
I removed the battery and left it out over night, popped it back in the following morning and booted fine.
Yeah mine came together, but when i first used them in my system, i had no stability, couldn't boot into windows, removing the battery didn't help, updated my bios which also did nothing.
That memory trick i tried was the only thing that cured it, just an idea, wouldn't hurt him to try

you should have dual bios switch on that board,flick it to backup bios and boot with that
seemslike corrupted main bios to me,you might also have qflash plus where you can flash bios again with no working cpu/memory
as for clearing cmos battery removal is always the best
to recover borked main bios,boot from backup bios then while still in bios screens flick switch to main bios and reflash main bios
well not all boards have them so its hit and miss (manual will say whether it has dual bios switch or not)
but qflash plus should work,you'll need to read manual on how to do it,it flashes bios from usb stick with no working cpu or memory
yh I would,you can flash back n forth to any bios version you want
no windows screens either? or just no gigabyte/bios screens?
try to enter bios with spare kb if you have one
