Sales have declined a lot this year - as revealed in their Q3 financial report. Announcing something now could cannibalise some hardware sales, but they make most of their profit selling games. If they were to officially announce 100% backward compatibility then people wouldn't be discouraged from buying games / cartridges at Xmas and over the next few months.They'll never do it just before Christmas.
