I'm curious what implication this has on real-world performance, if any?

Bugger all probably, you evade one limit the other limit comes into play to give you a slap. Be interesting to see what these cards could clock to if nvidia hadn't artificially limited them, im guessing power consumption going through the roof was one reason why they gimped them. And if they had let clockers go nuts it may well have made the difference between this card and the next TI series a chunk less.

Yeah I thought it was stated a while ago that lifting power limits wouldn't do anything, as clocks were already nearly at ceiling anyway. It does make Jensen's "made for overclocking" comment all the more bizarre though... it's not like he wouldn't have known. Just an outright lie basically.

Yup, an FE is only a few % slower than any of the rest of the clocked cards, the other cards have the advantage in terms of less noise and larger coolers but have the disadvantage of no bloody stock. Around 2050-2100 seems about top end for a third party card while staying pretty quiet, think around 1900-ish is top end for fe card while being noisier.

Correct. Went from hitting the power limit to being much closer to the temp limit post bios update.

If you look at what der8auer has been getting out of the cards even in extreme scenarios it's clear there's just not much more to get out of the design itself. Clearly Nvidia has done well to maximize it so that we get all we can without any additional modding. I think that's great, makes purchasing decisions easier.

Quick update, flashed bios to the gigabyte's official latest gaming oc bios. Gives it a large power limit, nvscanner getting me around 2000MHz and only done a light overclock of mem of +500 but the card runs real hot - can be between 70-80 degrees with 85-95% fan (though surprisingly not as loud as i expected that to be). The RTX cards are mega powerful though! Going to send back for the coil whine which is slightly unbearable, once I receive a replacement Ti at the end of the month. Question is, EVGA XC Ultra or MSI Sea Hawk X?

The between 70-80 degrees isn't surprising, but the 85-95% fan speed is pretty surprising. My MSI 2080 Ti Gaming X Trio overclocked to 2100Mhz(using the NVScanner curve), +500Mhz on the memory and I average 75 degrees with an absolute max of 78 degrees (occasional peak spikes). Been monitoring it constantly while gaming (Such as Assassin's Creed Origins 4K Max settings) testing it. But my card's fan speed is topping out at 43%, so it stays dead silent. I'm not experiencing any coil whine either. To be fair though, I do have a well ventilated case (BeQuiet Dark Base Pro 900) with a 140mm 1000rpm Silent Wings 3 fan mounted on the bottom of the case blowing fresh air directly at the graphics card.

Correct. Went from hitting the power limit to being much closer to the temp limit post bios update.

Same mine was hitting the 123% power limit quite easily and downclocking.

I have the 130% EVGA bios on mine and the extra 7% has stopped it from downclocking but it’s still close at times.

As well as giving me far better fan control. However block should be here today so will be fitting that over the next few days hopefully.

Honestly, I'd jump straight to the Galax BIOS. Always good to remember the % means very little if not looking at base TDP. The Galax BIOS has a cap of 380W.

Just done a very quick 3DMark with the card and have gone from 9980 with 1080ti to 13650 and no overclock or anything yet so will have a play with it when I get more time

It's 7% extra from a lower base. That bios has a lower power limit in watts by about 30-40w. But I guess the less heat generated from that is helping you there!
