What does this mean, and how do I do it too? :D

What this means for me is my card can not operate at V64LC frequencies (for conditions we have with WC, accounting for how boost work on VEGA), at stock settings of driver/VBIOS. And from what you state it is the same for you.

If I make changes as highlighted whilst on V64LC VBIOS then performance is no different than being on factory V64 AIR VBIOS or updated one. So why bother in my case to go V64LC VBIOS. I have tried V64LC VBIOS with a few drivers on my V64 AIR on WC. Each time, at stock, it will do as stated before. So it's not driver for me, it is VBIOS and what changes it has plus how boost is working under the "conditions" at stock. So I stick to V64 AIR VBIOS (updated) with my own OC settings via reg mod.

Take V64LC reg file, open in VEGA reg tool. In another instance of VEGA reg tool have the V64 AIR reg open. Make V64LC reg for data same as V64 AIR. In the OP of VEGA bios thread on OCN, section where I shared some of my testing is an image, ref this as it states what not to change in VEGA reg tool.

Like I said before I don't bother with V64LC VBIOS. One other reason is when say an issue occurs and driver say resets some of the settings from the reg file will be ignored. This could cause rig to crash fully rather than recover if you were on V64 AIR or V56 AIR VBIOS.

I have one, and I have much advice gathered than i need to share with you if you really are thinking of getting one, add/message me on trust if you want and I'll share knowledge from my 15+ hours of pain so you don't have to.

Wow - mine took 90 minutes to fit (including mounting in the case along with a new Eisbaer). It was fiddly but what AIO isn't eh? I'd be interested in hearing what the issues were - I don't think I missed anything as it's been running fine for a couple of months. Damn those heat pads though...

Oh yes those heat pads were the worst part by a million miles.

The problems were not just mine, it all started with a guy called Vince on here, he ordered one and assembled it 3 times over but still with hotspot crazy temps, then he donated it to me to try and again it took me 3 tries to try and get it to work (damn those pads)
And it just wouldn't keep the hotspot down, we came to the conclusion that the pump didn't work, but couldn't be sure.
I was then sent a brand new one from another kind forum member will.brand, and after 3 more reassembles managed to get it to work (although this one had 3 of the bags of pads missing from the box , gg Alphacool, great company)

Well, I am a Vega64 Liquid owner. XFX model.

Running at 1,820Mhz Core, 1,035Mhz HBM2. (it'll do 1,855Mhz but, it requires WAY to much power... over 80W more just to get that extra 35Mhz)

Generally, If I am just running F@H or something, it'll run 1,775Mhz @ 1.135-1.150V. I don't press it to hard as I don't need this much card for my 1080p 60hz monitor but hey.. I got a great deal on it at $525 through Best Buy so I jumped on it. BNIB, never opened, retail.. came with the 2 games even. Prey and WolfII. Warranty as well. :) Got it back in September.

Oh and YES... That is an AM3+ board. FX 8320. lol. Saving up to bump my whole rig to a TR platform once the 12nm stuff hits and maybe RAM prices drop some..

When I built this AM3+ rig... that 8GB G-Skill X Series kit.. was $28!!! Its $94 now. WTF?

Running at 1,820Mhz Core, 1,035Mhz HBM2. (it'll do 1,855Mhz but, it requires WAY to much power... over 80W more just to get that extra 35Mhz)

Generally, If I am just running F@H or something, it'll run 1,775Mhz @ 1.135-1.150V. I don't press it to hard as I don't need this much card for my 1080p 60hz monitor but hey.. I got a great deal on it at $525 through Best Buy so I jumped on it. BNIB, never opened, retail.. came with the 2 games even. Prey and WolfII. Warranty as well. :) Got it back in September.

What mv do you use for hbm and p6 p7 core bro? thats some nice overclocking
