Try downloading the Logitech Gaming Software on your PC and the Logitech ARX Control App on your phone.I have Freesync monitor capped at 144mhz. So more demanding games still push fan to spin higher. By the noise, I mean not the whining noise, no, its like some rumbling noise, even at low rpm its annoying, but less noticeable. At the certain RPM it makes that noise, and there is only couple of specific RPM where it does not, and since AMD driver software has no control over fan speed for some reason, I am stuck with free spinning fans.
Also, to be clear, its not the GPU pump making the noise, I done some old fashioned tests done to make sure its a fan making noise.
TBF, My Fury X LE fan was also noisy, but that was whining noise from fan speed, so when I limited its fan speed to certain RPM, it was ok. With Vega, Drivers cannot control fan speed anymore.

Try downloading the Logitech Gaming Software on your PC and the Logitech ARX Control App on your phone.
With your PC and your phone connected to the same network, you would be able clearly see on your phone the status of your card and CPU (clock speed, memory speed, usage, fanspeed, temp) in real-time. By using this and tweak the setting in Wattman, you should be able to have a clearer idea of if the settings you are applying in wattman is taking effect or not.
P.S. The Logitech Gaming Software on PC and the Logitech ARX Control App does have some stability issue for the syncing (if Logitech ARX Control App have been moved to the background for too long it will freeze), and sometimes it would require you to close the Logitech Gaming Software and restart, and/or disabling/re-enabling wifi on your phone for them to sync properly.
Have you tried increasing the target temp to 75C or 80C and see if the fan speed would reduce?That is a lot of extra software for making other software work as it supposed to be working, but its not. My main issues is the fan, I don't mind the driver issues, as once the fan is replaced, it can spin to whatever speeds it wants to
As a side note, the issue with drive is, that lets say I set max rpm to 1200rpm, and minimum to 900rpm, it ignores it and goes up to 1600rpm+. So if I change minimum rpm to 945rpm, system spins the fan to 1300rpm max. So its mix and match. Have no idea why it ignore the settings, but that's beyond the current point and is not important.
So if I match the new fan to the specs of Vega cooler fan, am I correct in believing that card won't even notice fan was chopped off and swapped?

The Morpheus is incredibly effective. You can put the fan speed to low rpm, wouldn't hear it and it would still cool better than any of the non water-cooled 64s. I feel sorry for that single 120mm exhaust fan at the back...thats LOTS of heat that it has to remove from the case by itself
